Really A Cool Item - Would Make A Very Cool Display

Condition:
Pre-Owned/Used.  It appears that it was heavily used over the years, so it does show a certain degree of "wear."  There are areas of discoloration, scuff-type marks, and natural "wear" from being handled and used.  Also, when I screw the stem as tight as it will go, it is off-center (as shown in the last photo)?  I'm not sure if it's manufactured that way or not?
